Neil Carter looks at limited evidence of the "spillover" thesis: that "educative experience of participatory democracy in the workplace will spillover into the wider polity" in a 2003 paper. The 15 page paper introduces the spectrum of political communities interested in workplace democracy, their (sometimes "heroic") claims on the poitical effects of cooperatives, and the lack of empirical evidence to to assess those claims.
